I can only give you my opinion, ultimately you'll have to try it for yourself to find out but for me personally i'd give FH4 a miss, even if it's at least until it's properly sorted (mainly MP). Which is basically what you earn from the race you travel to (yes, if you get all 50 fast travel boards you will pay nothing). Sure you can build and tune cars but your only way of testing them is in SP against the AI or hope they are good online.

The physics are awful, Forzathon is not the same, tons of stupid stuff like emotes and wardrobe, constantly nagging you to play online. If you cry hard enough you might get your pouter level over 9000. You don't need the main game to play the DLC. There's also cars in H3 that are not in H4, like the Motorsport pack: Viper Race Car, Z4 Race Car, and more. FH4s festival is better ; it really feels like one this time, unlike the micro ones from FH3 which were lacklustre. I wouldn't waste my money on FH4. Even in singleplayer mode drivatars are so aggresive and always want to ram you if you are close to them. Having new content set in a different season every week keeps me interested. I'm Tier 10 in Forza Hub which pays 300.000 in each game.
